To be honest you appear to be looking for a rare individual the skill set for designing a site and implementing an e-commerce solution is very far from
SEO and basically I am yet to find a reason to do social media (if thats what you
mean by web 2.0) except to waste your client's money.
I can do
SEO and customise a website/blog and plenty of others design pretty websites - the question is what are you actually trying to achieve.
A better brief might be what are your business goals for the website and then people could respond with proposal to answer your needs.
