Seems to me the problem you are having as designers is all about who you target.
The fact is, start up businesses don't have money to spend ... so if you're not prepared to do your work for next to nothing ... don't target them.
Don't try to sell to everyone.
Just sell to the people who will buy from you.
My business is the perfect example - when I first started I tried to sell to Micro Businesses and new businesses - the fact is, these people are rarely (if ever) my clients. They simply can't afford me because they're not at a point in their business where they are ready to productise. When a business is ready to productise, I'm no longer an expense - I'm a profit centre.
So I no longer approach micro businesses or start ups. I target small to medium businesses who have been running for at least 5 years (if you've been running for less than 5 years, I need you to convince me to take you on as a client). I prefer businesses with employees and particularly look for companies that are transitioning to the next stage (a great source of clients for me is people who have been listed as competition winners - Anthill's 30 under 30 or BRWs Young Rich List).
If you don't want to cut down prices - don't.
Just stop pitching yourself to people who want the cheapest price.
