Whats the match type you use for those keywords? by the looks of it you can use "small business" as a phrase match, that will cover all search terms that include "small business". If you are getting useless traffic, check if the keyword match type is Broad. I run a similar business and use adwords for getting leads, but it's not easy with the big boys to keep up with their keyword bids.
If you are not seen many results with "small business", use "web design" and "website design" those are the highest converting keywords in my campaign. But to keep up with the competition, try to break them by your targeted area.

If you are getting impressions but less click through rates, then you need a strong call to action on the Ad copy, cos at the moment your ad doesn't tell me to do anything

if there was something like "Get a Free Quote Now" on the last line, that will help your potential leads to click on your ads. Specially with Small Business niche, its a good idea to include a price range for your services. If your not already doing it, try directing your adwords traffic to
