Congrats on the new venture. Manufacturing in Australia is very difficult, but quite ok for small startups. I always say baby steps. The Australian Textile industry produces a handbook annually, its my bible. They also have a weekly enewsletter. The newsletter will keep you informed of grants etc and the "Bible" will give you all the manufacturing & sourcing contacts for everything and anybody in the industry. I'll email you the link.
Fiji should be considered an option as they like doing small runs and with Austrade's help you can get a government subsidy due to the free trade agreement.
With children's clothing it's imperative that you use AZO free fabrics & threads due to the standard laws within Australia and Europe. If fabric is coming from china, demand to see the certificates.
Outsourcing splices of the garments to experienced outworkers can be a problem solver if the cost is too high initially to go to an australian manufacturing company.We use a few as well as in house production staff.
Try your local Tafes, that run a textiles design,industrial sewing machining or apparel making course. I know one company that has their garments going to prisons to be manufactured.
