The problem I see here is the problem I see all over the place …

You’ve got the tactics, but you’re missing the foundations:

* Who are your precise target market (I suspect you know this, you just haven’t quite told us)?
* What’s the value proposition on them using your services?
* Why should they use you instead of someone else?

Meh … everyone sounds busy when you cold call them. The trick there is to be SO congruent with the value proposition you are offering them that you KNOW this is the most important phone call they will receive today and that it’s going to change their lives.

There’s a stack of tricks for getting past gate-keepers – too many to go into here! Where are you based?
