You don’t have to register your skincare product with the ACCC. However you should have a look at a mandatory standard to see if your product needs to comply. The mandatory standard is called the Trade Practices (Consumer Product Information Standards) (Cosmetics) Regulations 1991. Here is a link which explains broadly what you have to do –

PS: I used to work as a Director at the ACCC for 15 years before becoming a solo lawyer.
