Hi Giles,
You can join the Australian Bookkeepers Network and you would be able to submit any BAS that you perpare to to their ABN BAS section and they will be able to lodge the BAS for you. Have a look at http://www.abnbas.net/page/BASAgents They will charge you a small fee to do so, but you could build that fee into your fee structure.
The Australian Bookkeepers Network also provides a wealth of knowledge and technical publications as part of your membership.

Any hours you spend in preparation of each BAS will be logged by ABN BAS and when you are ready to register as a registered BAS Agent they will be able to give you a statement of relevant experience.

As mentioned in one of the replies before, I would recommend joining a professional body – your required experience hours would only be 1000 as opposed to 1400.
