Not entirely sure I follow the question but to my knowledge having a links page on your site is unlikely to help your rankings. What value does it offer and in what context?
Links from your content pages to other relevant content elsewhere however may have some small positive affect in that you are providing something relevant and of use to the reader of the web page you are linking from!
Incoming links from other websites to yours are the SEO goal (but from their relevant content pages not from their “links pages”!)
Can’t say I agree with the comment that a link from someone else “boosts your click through rate” or that keeping content short and sweet is a good idea!
