I believe if you have more than 2 computers that you want to access data then you need to have a server. This improves security as well. NAS are good if they are just storing data but they don’t offer the security of a server. Also I would not suggest a cloud storage at this stage, as there are still details that they have to work out, like who has access to your data or what what jurisdiction has control etc.

There are routers available which offer a fall-over to mobile broadband if the adsl goes down. You don’t need a static ip at home but one at work would be good but not necessary as you can use a dynamic dns service.

With your remote computers you can remote desktop to the server and run whatever software you wish. The remote computers can use any internet connection that they have available be it from home, using a wireless broadband connection or even a wifi connection at a coffee shop.
