I agree with the previous response.

Technical details aren’t the issue to a successful business (they can be challenging though).
Web startups live and die by marketing (and having a useful product).

You need to sell yourself as an incredible marketer (possibly with a good idea) that developers want to work with – and you may find someone that way.

Seriously there are 10,000’s of web startup sites out there looking for users and trying to grow to VC funding.
It’s a hit and miss business plan even for the experts. E.g. with the experience of people like ycombinator.com – even most of their projects never go anywhere (and Paul Graham is like a guru to the guru’s).

Good luck though – I’m not saying don’t do it – I’m saying you need to provide as much if not more value to the project then the partner you search for.
