Personally for some of my companies we do both, depending on what angle we want to hit with.

In house have a much better understanding of our business model, and can answer more technical questions.

With telemarketing I have found using as many different layers as you can will provide more consistant results.

If outsourcing, I would par per hour, not per lead. Leads from per lead basis are generally not as good, as the telemarketing company will want a pay day.
