IMO Inkscape is the best option for DIY. The reason is that the output files are easy to scale. Most logo designs I have seen have been in vector rather than raster.

I have seen a lot of do-it-yourself logos, and, honestly, unless you have a good eye and some artistic ability, its probably better to wear the cost and outsource. Your logo is your company image. You only get to make a good first impression once.
