From the information on this site it appears that a T1 is only required when goods are moving from Sweden (and several other countries) to members of the European Union. It’s a way of allowing goods to be transported within these member countries and only calculating duty and taxes at the customs clearance point.
That’s how I read it anyway. And I found this site with a simple Google search of “T1 Swedish customs”.
