That really depends on the application of their NZ GST law rather than ours. Normally it depends on where the ultimate service / solution is going to be consumed and enjoyed. If a NZ business assists you in providing solutions to another NZ business then it would seem the end service / solution is being consumed and enjoyed in NZ. That means its not exported from NZ which means it is probably not GST free in NZ (which is why they charged you GST). Contrast that with an example – if the end solution was being sold, consumed and enjoyed in Australia (exported from NZ) then the NZ business that assisted you may well be entitled to treat their charges to you as GST free. Note I am applying Australian GST logic here and I can’t assure you its the exact same approach in NZ (but I suspect it may be).
