As a guide – to be taxable in a country you will need to have a “permanent establishment” in that country.

It is possible that a one week workshop in a hotel by overseas staff is not a PE. This will effectively allow you to do what you want and have one country as a taxing point.

You will need to use an accountant or lawyer with affiliated offices in each country for advice.
