It really comes down to each individual service provider, and the task at hand, like others not really knowing what you do it’s hard to advise.

But, If you are doing a per project costing, you need to make sure the specifications of the job are tied down, documented and agreed right up front and before you give a price. From many years in IT development, the scope creep is a big problem, with the developers saying no that wasn’t included, and the customer saying yes that was included. So you must have it clear and precise what is included and what the expected outcomes are.

Personally I have a lot of cost per project jobs, but they are easy to tie down on scope, and therefore effort required, so I can cost them directly. But if it’s a client who really doesn’t know what they want, or I can tell the scope is going to vary, I do it on a time and materials basis.
