Yes, SAI Global is the only source for Australian standards.
If it’s a standard that you need to reference for work, then it’s best to purchase it anyway. Factor the cost into your project, or budget for it.
I’m not aware of any (public) libraries providing access to standards. However, in the past I have been aware of some university libraries providing access to these documents, but only for current members of the university.
In this instance, if you are looking to specifically identify what equipment may be used in hazardous areas, or how volatile environments are classified, then a quick search on line will link you to various engineering sources that may readily provide this information.
