Unfortunately, there is no exact process for that, but you could follow some guidelines.
I don’t think you are focusing on the right objective, though. What are you trying to achieve with a rich snippet? More clicks? There is more than one type of feature snippet. Some of them don’t even get clicks as the answer to the question comes up right on SERP.
One thing you can do is to look at your competitors and see if they are ranking with featured snippets. Check their DA too.
YOu are not specific on what kind of snippet you want, but as a general rule, you need to have a higher PA and DA, and already ranking higher, so focus on good on-page SEO and get more authoritative backlinks. Also, you need to structure your article in a certain way.
