Hello to everybody. I’m a marketing consultant, and I have a question about how i can optimize html in on-page SEO. Please share your knowledge in the comments.

There are still HTML websites?
That sounds flippant and is to some degree but you are probably dealing with something 10-15 years old.
SEO tactics apply to all websites so I would suggest you have an audit of the code – both HTML and CSS conducted as a first step. Get the code cleaned up if need be, suggest a migration, and go about your SEO work – probably the first step would be to get the site structure right and all of the on-page elements together.
Also, image size and page loading speed and mobile optimisation do come to mind.
Lot’s of work!
All that said, I’m not a coder or an SEO expert but that is what I would do from learning about the basics.

I hate to break it to you Paul but this website is still HTML. If you right click the page and choose “View page source” from the menu that appears, the page’s code will open in a new tab, and right at the top of the page it says:
<!DOCTYPE html>It’s written mostly in PHP and Javascript but the server converts it to HTML before sending it.
